Looks like somega sort of computer mount.

But….wrong way round for a bar mount.

Looks like it replaces a stem steerer spacer and you mount a computer or something to it…?

I done think so- its plastic, and flexy.

Fairly sure that’s for mounting a road Di2 junction box under your stem in place of a rubber strap around the stem.
It’s definitely not a hanger though!
