Darktable for OSX is very good for developing. Not sure if there’s a Win version.

Depends what you want to do.

Simple stuff – Pixlr / Picasa / Google+ editor
Slightly more complex stuff – Paint.net
Pretty much everything except CMYK – GIMP

Each has an appropriate learning curve (although if you know Photoshop then none will be that tricky).

Each has a learning curve except for GIMP which has a learning cliff!!

Pretty powerful once you have the hang of it though.

The cs2 download page has the registration number.

Just download it again and make sure you copy and paste the number.

Paint .Net, one of the first things I install on any Windows machine. Great application, easy enough to use and covers 95% of what I need.
