Opened this one with interest and read through the 'intro'... only to find that wasn't the intro. That was the full article.
They could use sails on ships, sometimes. They're columnar, and the Sedes might build a prototype

Oddly enough, this is all more-or-less exactly what the comments section of the article itself said. Minus some analysis of shipping contribution to global CO2 emissions, which I expect will be along here shortly.

I started reading it, got to the end of paragraph three thinking "this could be quite interesting", then was a bit confused when I scrolled down and realised that that was it, the whole article, not just the introduction...

They seem to submit a similarly short piece of rubbish every month?

It's that rubbish you'd assume it was money laundering / paying a source. But seems he's just the head of a Council Quango for some West London Councils.
