Acrobat is the best way to create PDFs but it is pretty far from free (or easy).
Easiest way is to write a Word doc then either convert it (see recent thread about this) or if you're using Word 2007 just do Save As.. PDF.

Second cutepdf. Install it and it then appears as a printer. So you can simply print any file from any application and it will make a pdf 🙂
And it is free...
