If there's a race event on lets say the rivington estate (owned by united utilities) could we give free beer out? or would licensing etc be a problem?

how are you going to avoid the bridleways? go ape, horse riders, dog walkers and the local action group? 😉
ask the council about the licensing, they will have a team dedicated to event (and other) licensing issues
you should notify them anyway, fill a form in and all's well

To get around licensing years ago my local carnival used to sell raffle tickets, one free beer with each ticket. That got around licensing at the time apparently.

I think getting a tens notice would be fine (thats what everyone did for the royal wedding)...its just the land ownership that might be a problem?
