Because it's a dirt cheap, low quality (ish) kit lens that used to be sold with the EOS300, probably.
I've found one still with a few days to go at £36 and a buy now at £86 so it don't look such a bargain. It is used too.
Because it's a cheap, plastic mount lens, not very sort after & so not very expensive. Worth a go though if you want something you're not going to be too worried about damaging or want to try the focal length

No. EF lenses are for 'full frame' cameras, while EF-S lenses are for APS-C or 'crop sensor' cameras. EF lenses work with crop sensor cameras but EF-S will not work with full frame cameras without modification. EF lenses are generally more expensive and 'nicer'.
The plastic lens mount is just a cost saving feature on cheap lenses, and can break more easily than a metal lens mount.
No, cheap mounts are plastc, decent ones are metal. Can be either in both EF & EF-S.

I wouldn't worry too much about the plastic mount, you'd have to be pretty cack handed to break one. If you've only got the typical 18-55 kit lens it'd be worth getting one, just don't pay too much for it!
I brought a cheap lens for my Nikon it was fine but the reason it was so cheap is because it didn't have an AF motor. Dont know about Cannons but in cheaper Nikons the lens needs the AF motor but the more expensive bodys have a motor built in and I guess they can probably work with lens mounted motors too.
Check this out before you buy.
nikon lenses only need a camera mounted focus motor if they have the AF or AF-D (or older) marking, nowadays that is only on the prime lenses, even the cheaper zooms have internal motor as the cheaper bodies do not have a motor. There will be a similar system of marking for Canon. It's not really to do with price.
