There's a little bit of off road parking over the way from me, that the residents use.
Recently a caravan was moved onto it, and it's been there maybe 3 months. I think there's someone living in it, occasionally there's a light late at night but cause no trouble so ignored.
Last week, a whole load of crap was dumped on the parking area. Empty bottles, takeaway containers, beer cans. A whole load of single use vapes, a handful of nitrous cylinders and a few balloons. And literally dozens of tea lights (little candle things)
Because I'm public spirited / a mug I went over there at the weekend and cleared it up - 3 carrier bags full.
Tonight I've just got back from work and it's trashed again - cokes bottles, foil takeaway tubs, a couple of vapes and dozens of tea lights again.
I suppose it could be the caravanner, and the tea lights are just lights at night but beats me why he'd litter suddenly when he hasn't before. What's going on?

If your neighbours are anything like those on Southwold Nextdoor the burning resentment of "freeloaders" in campervans might mean that some arsehole is dumping their crap near his van to persuade him to leave.
Could it be someone else has taken offence of the new resident and is trying to make the lay-by an absolute state in the hope of pushing them out?

It's a layby on a public road? If so, I reckon someone else is probably pulling up and dumping the crap from their vehicle.
