to take this shade off? The bulb's blown.

It looks like some sort of security bolt, I'd get out the needle nose molgrips...unlikely to be that tight bearing in mind it's tightening onto glass.

Drill/Dremel the sucker out then put a normal fixing back in.

You can do it with patience and a flat head screw driver as long as it's not too tight, failing that, pliers, molgrips or similar.

I would also use myself or pliers. And replace with a normal bolt.
