After a bit of advise on a house move please

We are in a small chain - first time buyers moving to our house and we are purchasing from a couple going into a new build by a small builder constructing one property on a plot of land he has bought.

Everything was going along fairly smoothly with the only outstanding item being the completion cert. for the new build & we were promised that this would be in place last week so exchange and completion would happen next week some time.

We then get an email last night informing us that builder hasn't had the water connection made yet and until then can't get completion cert by local Authority building control. He hopes to get this done this week with completion to follow shortly.

Now this concerns me as A) surely drainage would be laid months ago so this could have been dealt with months ago and B) what else is actually outstanding if he has only just got round to connecting the water?

So far I've thought of Gas safety cert. Pressure test, energy rating cert.?, water connection, electric certificate

Anybody able to offer anymore words or wisdom?

I'm thinking of asking for evidence of all of the above so I can get a handle on how long we can actually expect to wait to move. How quick do utility companies come in to connect? I would have thought weeks of lead time then there's building control and their final inspection. We got the the whole house bar essentials boxed up this wkend so you can understand my frustrations!

In your position I'd be insisting on a date, and not moving from it. They can find some temp accommodation.

You may also find that your Buyers are going to do exactly the same to you, we did in the past - due to been in your position +25 y/o and spending the best part of 6 months waiting...

That's my feeling B r we could be waiting for months as the builder strings us all along....

I would echo what b r has suggested. Aside from the b regs completion certificate, the hold up on the new build could also be due to waiting on discharge of planning conditions, sign off from the warranty provider etc. Not your problem to sort. Dig your heels in & insist on a date.

Looks like we have just fixed a date which they will move out on whether new build ready or not

Local authority or independent building control cert which would require gas safe, electric cert, and building regs/inspection all in order. This in turn would include things such as pressure test, saps calcs (or whatever it's called lately) drainage test etc. most of tense things will have been done prior or during the build. Local authority don't have any say over the water connection but if a mortgage was required in sure they'd have something to say re it not having any water. Interesting to know how he's built it without water to be fair....
