With the centenary of the commencement on the first world war I've seen the guy with chains around a bit. Talking a bit but saying nothing. It's not the biggest town (Caernarfon).
What do they actually do? Are the elected? Do they get paid? In this time of cuts are they actually needed?

Not so much these days as the local authority do most things. It's a largely symbolic job representing the town/city. Usually a 1 year appointment, I think there is an election of sorts. In London it's a real job with real power.

Those village fates/halls don't open themselves.
Alternatively it involves wearing a wig, whilst cycling and mumbling possible profanities at traffic/Paxman.
