Driving through Blackburn between 5:30 and 6pm tonight, I passed (coming the other way) what looked exactly like a Google Street View camera van, except all liveried up in very prominent full-panel TomTom logos.
Any ideas, anyone?

I guess its cheaper to create your own streetview style images than to pay google for theirs.

Are you sure they're not testing the active navigation tool prototype? You know the one that shows other traffic and it's position on the gps screen.
