Has anyone done this run? Is it that strict?
Did the York one yesterday, wearing headphone wasn't an issue?
If its not it should be. Leaving aside the question as to why you would want to run a race against other people and have to listen to music at the same time you may have to respond to instructions from Marshals, particularly at road junctions so there is a clear safety issue.
It usually depends on the race organisers but if they made a specific point then I think they will be looking out for it.
It's about the safety of runners really if the roads are not closed to traffic.

that may be the difference then, the York one was on closed roads so not really an issue.

I think the no headphones thing is actually quite common in a lot of races.
