book travel insurance now for my trip tomorrow which in all likelihood is going to be cancelled (but hasn't been yet)?

and will it refund me for the train journey and flight I won't be able to take (because tomorrow's flight will most probably be cancelled and therefore I won't be in the right country)?

Yes you can buy insurance for a trip that will start tomorrow as insurance companies will gladly take your money. It almost certainly won't pay out for delays/cancellation due to weather though as it is reasonable to expect that this would happen.

Travelling without insurance is always a bad idea though.
