just getting my inbox under control, and a lot of the unsubscribe web pages say "please allow up to xx days for removal" Barclaycard says 60 days. Why is this? surely they're not running some sort of batch job every month or so?

Are they hoping you see something in a future email and decide not to unsubscribe

I work in Financial Services.

You'd be startled at some of the strange and/or antiquated practices...

One bank sends all it's customer data to an outsourcer, then gets the outsourcer to compile the customer data for it's mailings from that dataset.

Yes, really...

It's the banking system, you seem to be confusing it with one who care what their customers want.
