I'm trying to figure the best settings for the radiator TRVs in the current cold snap. Is it best to have them on a low setting and leave the boiler on, or better to have them on higher, but with the boiler less frequently? Also whats best to prevent the pipes freezing over in the cold snap?

Trv's - leave them at room temp you want.
Boiler, it's usually better (assuming half decent insulation/draft proofing) to leave it on more rather than peaks and troughs of no heat/heat back up.
If your pipes are exposed to sub zero (so outside of thermal insulation of house), buy pipe lagging and fit it. It's cheap and easy to do.
