Bought a new car and looks like the tow cap has come off at some point. It's never been towed, so either someone nicked it, or it fell off. Doubt it was nicked because the car's an unusual colour, and isn't really parked anywhere public where someone could do it.
Do these fall off quite easily?

nopes, they're hard to get on/off usually.

Ordered one already, but the dealer is having trouble getting it painted to match.
Wonder if this is a warranty claim (:D)

I have seen them used to lash down a car on a transporter before - especially the smaller transporter
