I just read this on the Turkey Fred.... It got me thinking, the same can be said for most warm countries.
Was on Gran Canaria for six months and always disappointed when up in the hills you would see lots of discarded crap, bottles, etc. The locals didn't seem to care about their environment.
We went to Sicily for three weeks over New Year and it was even worse. Fantastic spots to camp with fantastic views of Etna, but behind you a massive fly-tipping operation. We even found an ironing board discarded in the middle of a nature reserve at 1900m up... In places bins were available they were generally over flowing and hadn't been emptied in ages. Farmers' fields strewn with plastic. In other places piles of litter being burnt off.
You would think living on an island people would be more aware of their environment.....?!
I spend quite a lot of time in the Italian Alps in summer. You can see the difference in how much cleaner and well kept South Tyrol in in comparison to Italy proper. Again, you'll find random fly-tipping on the top of mountains.
It's a massive contrast to Northern Europe. Even my old stomping ground of south Essex is clean in comparison.

In Italy there's a big problem with the Mafia illegally dumping waste (especially in the south).

My father in law was a specialist in waste oil recycling. Set operations up all over the world but had real problems in New York as the Mafia owned the waste business.
Just take a trip aloing the A40 between Abergavenny and Raglan. I reckon the English must be jettisoning their rubbish before they go home. An absolute disgrace. Saying that, there was a clean up going on yesterday. a couple of blokes on each side filling orange sacks. They were leaving the full ones behind to be collected by a van. There was less than 50 yards between each filled sack on the roadside. However, the worst place I have seen for dumped rubbish is Morocco. The only explanation I can see is that consumerism has happened too quickly for municipal waste collection services to keep up with. I am sure in 15 years time or so it will all be back in balance.

I set up a windsurfing school there back in the day and there was(still is) an Army Base almost next door. The amount of crap just pilled high outside the perimeter fence near the main gate was hilarious. Its like the squaddies returned from Town and just dumped all the food wrappers and bottles just before they got in.
Then, they had about 20 huge RIBs that would carry about 12 squaddies and all the ammo, you'd see them leave the dock then flat chat it for about 200mtrs then all you'd see was rubbish being thrown off the back, to which the rubbish would end up on the beach piled high.
It was a joke.
There was us trying to encourage folks over to play in the wind and water and the local squaddies just shat all over it.
I've heard since that they've built a dirt compound wall about 10ft high around the base now so at least you can't see all the crap the other side of the hump.
And now along the M27 we have cameras and signs saying "don't drop litter, CCTV in operation" I'm gastflabbered that we need to be told..

The waste disposal industry can be a pretty dodgy in general Worldwide.

I remember an episode of CSI where two of the team had to deal with one, a body in a bath that had dissolved.

Germans do, at least they did recently. First trip up to the mountains, stopped to picnic at a layby with tables, stood in a big human turd just under the melting snow. FFS. Right by the tables it was. If you have to go, do it in the bloody bushes!
