I've just taken delivery of a set of ND / ND Grad filters and was thinking objects in a blurred sea. What aperture / exposure times would work?

That very much depends on the light at the time of taking the photo, how dark the filters are and what aperture or exposure you use.
I suggest you go out and experiment!
