I've been contemplating changing cars. I've got a petrol guzzling estate at the moment. This was ok as I never drove it all that often but when I did it was either full of bikes or stuff for the tip or the house or wherever. Now the SO drives it to work and it's thirstyness is a problem.
I quite fancy a small, economical, low tax, second hand car but in order to accommodate bikes I'd like to be able to fit a tow bar.
Not sure about budget. 2k to 3k but the lower the better.
Any suggestions?

You can put a towbar on pretty much anything just visit the towsure site and check availability. We had a clio with a towbar which worked fine, we've now got a new fiesta with a towbar which also works fine.
I ran a towbar on my old (before current shape) Corsa purely for a bike rack. Had to explain to the garage that I wasn't actually planning on towing anything in a 1.2 Corsa!
Having said that, I saw a classic Mini towing a caravan on the M62 a few months back. Unsurprisingly it was on the hard shoulder!
Mrs has got a yaris 1.3, pretty cheap to run(50mpg)and can be had for that sort of money now. They are fairly roomy inside with quite a few clever touches like sliding rear seats and loads of storage holes and are actually almost fun to drive and pretty good safety ratings, it's £115 per year to tax though.
i have a 55 plate 1.4 dci clio. returns average of about 70mpg (will do 100mpg at 60 on the motorway) road tax £35 a year, haven't got a tow bar but keep thinking about it. can pick them up for 2.5 -3k.
go for the 80bhp, the 65 is underpowered.
we had one on our fiesta (52 plate) 1.4 petrol
took 2 bikes with ease on a thule vertical bike rack. the manufacturer will publish max vertical loading ratings for the car (think the fiesta was 50kg)
cost us about £120 fitted with single electrics
