tried buying stuff from parker international on ebay and lost out in the last few seconds so watched a few items all the same armwarmers and the same bidder has won all the items at a low price shill bidding?

Shill bidding is where you bid for a friend to up the buying price. Not a last minute bid that wins it low?

The winner bidder has bought quite a bit from parker (and in different sizes) but the rest of their history looks genuine
