Hiya.

Wife's recently bought a pair of bike shorts from a well known retailer.

The shop tag says reduced from £45 to £32.
Just noticed that the original manufacturer's tag has a printed rrp if £36

Not that fussed, still a good price and she likes them, but is this usual practice or a genuine mistake?

RRP = recommended retail price. If the shop chose to sell them at £45 previous to reducing them just below the RRP then no one is being mislead, technically.
