How come Europe decide that RBS has too many branches and must sell them to Santander?

I'm guessing because the British government's bailout of the banks broke EU rules, and because the EU is the driving force behind the neo-liberal policy of privatisation and enforced competition in Europe.

RBS had to put them up for sale and then Santander offered to buy them.
As far as I know it could have been any bank but Santander came up with the best price/deal.
