It was such an unusual scene over here I needed to mention. Mind, there must've been impotent as the local (and not-so-local) totty in lycra jogging, stretching or cycling past went unnoticed. Why do they always have an ugly burly bloke for a company?

its obvious, he's dressed up as a "lady jogger" in neon lycra and gone out to skip daintily around Teddington Gate again, the police reference is because he's on his last official warning. Oh what a tangled yet beautiful web he weaves!
