Are mobile phone contracts prices set in stone or if I go into a store I can haggle on the price or will a certain network match another networks deal?

Got to be worth a try - go in when they are quiet (wet Monday morning is good) and be ready to sign up there and then if they can do you the deal you want. Doubt you'd get much on new/ popular handsets.
