The criteria/what I'm doing:
- I'm buying something off someone that I've never met.
- I'm selecting PP as paying for goods
- I'm paying his fees but I'm not selecting 'gift'.
I should be ok incase it goes wrong? I can't check his email is 'verified' can I? Does that matter?

As long as you're paying it as goods rather than gift, you should be ok.

I have just had to use 'payment protection'for the first time since joining Ebay 8 years ago. It takes a while, but I have just received my £280 back after a fraudulent ebayer didn't send my goods.
+1 for not using 'gift', you lose any protection.

if you pay via normal paypal (instead of gift) then you'll be fine. you've got 45days to raise a dispute if the item/s dont arrive.
