Can this be done with a file? Usually I would give it a go but I think they may be hardened.They are allen key and black. In which where can I buy new ones online? They are for snowboard bindings and are a few mm's too long.Their purpose is to attached the bindings onto the board.

Blackened doesn't mean hardened.
Try a hacksaw to cut and thread a nut on the screw first. You can use the nut as a cutting guide and when you unthread it it will retap the thread that was damaged when cutting.

Most allen key screw have a high tensile strength of at least 10.9 and mostly 12.9. A standard bolt is usually around 8.8. This makes filing them a bit of a pain, cutting them aint too easy either.

Remember, thread a nut on first, then when you're done cutting/grinding, tidy up the end then you can remove the nut and that'll repair the thread. A bit, anyway 😉
