Pretty horrendous - can't be long till one of them is used to blind someone in the street or pointed at a car and damages someone retinas.
A guy at work builds laser projectors as a hobby (£15k each, so not a cheap one) and if you turn off the raster function and just point the laser as a spot at the wall, it burns through wood pretty quick, so yep a 1W laser will set fire to things and burn a hold through your head (if left long enough).
So it's maybe more dangerous than some guns but doesn't need a license. Excellent.
I'd like one just for shooting down balloons that people let go, and burning holes in tins and bottles that get chucked in rivers and sinking them.

surely this will become a serious weapon ? It's better to blind an enemy than to kill them because they become an instant liability, and ideal for sniping as if the beam is well collimated it'll be invisible from most angles and make no noise to identify the source.
