Well, I have landed in a situation I have no idea how to deal with so I am hoping that the knowledge and good sense of the STW massive can give some clues.
Basically, I own a small flat that I rent out. I don't live in the UK so it is managed by an agent. They just informed me that the tenants have given notice because they have problems with the neighbour. Apparently this neighbour has some problems including self-harming, and bangs on the door day and night, and on one occasion they found the door covered in blood.
Obviously, as a landlord, this is bad news as I can't rent out my flat in this situation. As a human being I want this person to get the help they apparently need. But I have no idea how to proceed or who to talk to. Can you suggest something?

You need to track down (or your agent needs to), the landlord of that flat and discuss with them. Any landlord who has a problem tenant will hopefully want to deal with the issue in the appropriate manner. There are steps for a landlord to take to deal with problem tenants but they are slow. You may have to wait for that persons lease to be up for renewal but the important thing is that the landlord is made aware of the issues as soon as.
Which council? Noise and nuisance team at Croydon council were bloody quick/good for me whereas Brighton Council for my best mate were appallingly bad.
