They are a large network / backbone company i think virgin are using some of their services for traffic shaping.
I see; Several times a day my connection goes for a short while so maybe this is them switching around?

how do you get a higher upload speed than download speed?
If I'm getting 1.6Mb/s download then I usually get 0.25Mb/s upload?
wwaswas - traffic shaping, if done properly, is all about giving you (and everybody else) what you paid for. It should only kick in at peak periods and will only drop packets on low priority traffic. It saves isps vast sums and ensures that you don't need to pay high prices if your a normal (low bandwidth) user. Traffic shaping normally only affects peer 2 peer heavy users during peak hours (why should I pay high prices to subsidies someone who downloads pirate movies, music etc.)
