Sorry if it's been done, perhaps I'm being a bit thick, but is the third bulletpoint comment in the "What Government Will Do" box meant to be what it is? I just can't see the relation.

maybe a nice waffly nebulous term like digitally literate could probably be moulded to fit their "achievements" (maybe the test is dealing death on a playstation or something)
90% adoption - actual adoption, or capability? Mind, every ****er has cable in the parts of US I've been to
