Any change to routes/timings will impact efficiency and will likely show up in KPIs - and will cost.
Street cleansing is, I think, a county council responsibility - not that it makes any difference as all tiers of councils are cash strapped and subject to increasing criticism for (perceived) underperformance.

I suspect "unmodified" refers to its state compared to the manufacturer's specifications, irrespective of its inherent noise level.

On the contrary, they may be interested if the contractor is operating outside the terms of its contract. I strongly suspect collection start and finish times are specified.

Nope. Unitary authorities, as the name implies, would do everything. District councils usually are responsible for waste collection and street cleansing but not waste disposal.
After an early sunday morning running a chainsaw in a railway embankment some numpty decided to apoplectic at me. I humoured him and told him wait until the station renewal starts with 24hour working and the piling rig rocks up..... I thought he was going to blow up.

Side note, I always know when our lane will get swept, they send someone out to stamp some tarmac into the bigger holes, and within a week the road sweeper takes it all out again.
630am? Most working people I know will be up or on their way to/at work.
Although with modern demands for ‘out of hours’ working, (Big corporates never like contractors in during the day), what is antisocial hours for noise is less distinct.
Early workers, kept awake at night, night workers in the day and 9-5ers getting early wake up calls.

I don't need to imagine. Cadent have one of the major roads up for a gas leak in Ipswich causing a build-up on the dual carriageway blocking a lane. This repair you would expect to be a priority but no, they all go home at 5pm leaving the three-way lights going and congestion for everyone. If it drags to the end of the week they'll abandon ship for Saturday afternoon and come back again Monday morning.

Basically, 1. Utterly amazing that your council continue to sweep the roads. Ours appear to have abandoned any form of preventative actions particularly on roundabouts and through the apexes of junctions. When I finally get back on a motorbike it’s going to be terrifying, 2. It really is the best time to do it as the disruption to traffic will be minimal.
