The local street sweeping team came round at 6:30 this morning with their big noisy vacuum truck.
They started doing this in lockdown.
I think they start at six in the morning.
Is this allowed, or are there regulations against making noise at that time in the morning?
06.30 - that would be nice! The bastards emptying the bins on a serviced office suite on my road, which is 99% residential, turned up at 04.15 this morning.
I’m getting in contact with the council today to see if it’s their operatives.

We did have the Open Reach men shouting at each other in the street at stupid O’clock earlier this year too.
Hotel over the rd used to get their metal bottle skip emptied into a tip truck thing around 4:30 every morning! It was quite startling! Luckily the hotels closed down. <br /><br />
We have Milk and More milkmen who crash around with crates, sometimes music playing, just outside our window on a terraced street, at any time between 1am and 5am. ****s.
Such hardship.
We are in the process of getting members of the public barred from having loud conversations outside our house,(1.00am and 6.00am).

At work I get to make noise all night long.
I've been complained at in the past. Ive had vacuum excavators and chainsaws running all night.
Unfortunately it's the price that needs to be paid for an uninterrupted day time service. Imagine the disturbance if they blocked the main road at rush hour (or in my case they cancelled your morning train as someone was cutting trees or carrying out routine maintenance).
Folk doing their job I have no issue with. Folk being antisocial or inconsiderate I do.
By us they start the bin/sweep rounds early to prevent disruption when the roads start to fill up with commuters.
I chatted to one of the bjn crew about it a few months ago, they say it's better starting early than to get grief from entitled motorists during rush hour.
I'd rather be woken up a bit early than have a front wheel wash out on leaves or litter, followed by a slide into broken glass, as an extreme example.
The way the country is right now, I'd just be grateful for having it done anyway.

6:30 is hardly that early. Many will have atleast been up for a while by then, if not already at work.

this was my thought as well. When they pick up my bins at 6am, they usually wake me up. I open my eyes for a second, thank the heavens above it’s not me doing their job, then bury my face in my pillow and fall back to sleep

we have a collection every other week of the bottles cans and plastics bins, and as you can imagine the noise of those being tipping into the refuse lorry is just so loud. I spoke with one of the binmen and they didn't even get issued ear defenders.
Yeah, and sometimes I get woken up by sheep bleating in the field the other side of the hedge. It definitely shouldn't be allowed.
First take off is at that time. There are another 420 flights over our house during the day. On easterlies, first landing is anything from about 04:35-05:00. You get used to it. Or move.

I get fishing boats and the diesel engines waking me up. I can cope with that though, it’s quite nice to look out and watch. The worst noise is from the Sunday runners, constant stream of club runners chatting away. I live in Liverpool Albert Dock, we have a riverside path that runs underneath my bedroom window…..b@st@rds!! (I’m on the top floor and can still hear them - sounds like they’re running through my bedroom!)

Night hours are defined as between 11:00pm and 7:00am apparently, and the noise limit between those times is 34db.
So, the answer to my question is, no it’s not allowed.
depends on the background noise and acoustic features of it. Usual rule of thumb if you rating it as a noise complaint would be to carry out noise assessment to determine the background levels and then assess the specific source against that. Once allowance is made for other road noise, birds being noisy buggers waking up etc.. you can easily be at 50-60 dB and then you be looking at the source being at least 5-10dB above that for a likelihood of complaint.
as a short duration, intermittent activity that has to be carried out, (ideally at lower traffic times to reduce impact) I would say you would be out of luck making a formal noise compliant, that would be investigated by the same council that have the responsibility for the activity.
I started at 6 when I was on the bins during the pandemic, mostly on recycling which was noisy enough for me to wear earplugs while working. The truck is loud enough but tipping the glass boxes is definitely into hearing damage territory. So yes it is allowed. There were roads I did where if you didn't get out at 6 and do them first then there was no way you were going to do them at all given the way people drive.
Check your local council noise enforcement rules. Most enforce noise below a certain decibel level between certain hours - ours is 11pm- 7am. <br /><br />You’ll need their enforcement team to prove it, I’d love to know how keen they are to walk alongside the street sweeper at 6:30 but I’d imagine they already know they can get away with it.

Yes I’ve submitted a formal complaint to the council, about their own staff, now based around this.
The actual bin men who deal with the residential addresses on my road are fine they don’t turn up until quite late in the mornings so this 04.15 collection is just unnecessary taking the piss.
also worth pointing out the the 34dB limit is for residential noise from neighbours. The council would be looking at industrial/business activity, most likely against BS4142:2014 or LA111 which provides the limits with adjustments for tonal qualities, duration, frequency of activity and so on
we’re inside the 50db noise contour for LHR. So obviously legality is a flexible thing. You get used to it. Birds, especially seagulls.ban them!

We moved into a new build 2.5 years ago while work was still ongoing at surrounding houses. No tradesmen are capable of talking to each other at a normal volume. I can only assume they all have hearing damage as even face to face conversations are conducted as though they're in a rock concert audience trying to be heard

In the bigger picture, it's not the end of the world, but it is a bit annoying.
Also it's not really an ignore it, roll over type of noise, because we live at a cross roads and by the time they've hoovered up and down both roads on both sides, I'm properly awake.

These are the same ones who enjoy next door neighbours smoking weed outseide their bedroom window? any noise, whenever and at whatever level? neighbours moving boundaries onto their land? and iirc, shoes left outside their door in a shared flat hallway?

The phrase you are looking for is "Statutory Nuisance" and it covers vehicles between 11pm and 7am. It amuses me greatly that your local council might have to investigate itself.
I can't imagine the scenario where a road sweeper is a statutory nuisance though; it's a moving (unmodified) vehicle on the highway, which is classed as normal road noise, surely? Irritating it may be, but not abnormal.
I guess the alternative is investing in more staff & equipment for more compressed hours of operation, so that traffic isn't impacted during commuting times, for example.
The criterion as I understand it is how noisy it is in your home, and that's something which can be measured.

It's definitely noisier and more sustained than normal road noise.
How often are you getting your road swept?
Round our way it's maybe twice a year and i have other neighbours far noisier on a daily basis.
Think yourself lucky. I have to put up with some inconsiderate owls making a racket at 5am. Should be banned.
