Thinking of replacing the old laptop which the wife uses. It's a few years old and has been running Ubuntu. Mainly used for email, browing, maybe streaming.
Would a Chromebook do the job? Don't really use local storage for anything.
Any recommendations?

I have a Chromebook and don't like it at all, I'd stick to a proper laptop or tablet. I find Google tries to stick it's ore in to every task and force you on to their software. It's a pita.
My (computer illiterate/technophobic) wife has a Chromebook. She gets on well with it. Simple interface, no need to learn about the OS, very similar look and feel to her phone.
I guess one important factor is that, on the current laptop, we use Google services quite a lot:
* Google Photos
* Gmail
* Google Calendar
* Google Drive
* Google Docs

Basically, it's Chrome, so if you use Chrome now you'll not really notice any difference.

Nope, simple because she wouldn't have a clue (not interested in anything techy) and wouldn't care, as long as it could do what she needed.
Can she do everything she wants to do currently from within the web browser (eg, she's using web mail rather than a full-fat client)? The answer to this question is also the answer to yours.
As much as I don't like mine as stated above, if she uses all the Google programs anyway (which I don't) it's probably a decent option to be fair.
Yup uses Gmail in the browser.
I'm pretty sure you can use the online MS Office tools on a Chromebook too. And they will link into your normal Office365/One Drive etc.
