Just gone from a 32gb 5 to a 16gb 5s. Thought is be fine as I just stream music rather than keeping it on phone. My photos and videos are taking up too much space, can I delete them all from my phone and store them in iCloud?

Also, can I have flikr on my phone without having all my photos in it taking up space? Whenever I download the app and sign in it tries to download all my content to my phone. I want the app as I want to to be able to upload photos to it.

Nope none for me as I have a 64Gb. I'd never consider a 16Gb as the OS itself is pretty big. I have the Flickr App and it doesn't download my Flickr library.

I just use the built in photos app and sign into Flickr from that to upload. Select a pic from the moments gallery. Bottom left when the photo fills the screen click the box with an arrow leaving it and choose where you want to send it/them.

With new Photos in iOS8 and iCloud Photo library you'll be able to store them without using your phones storage

That's iOS 7; iOS 8 will give access to all photographs stored in iCloud.
Which will be handy, 'cos I've got somewhere around 27,000 in mine.

Wilburt, I saw an on-line article about "other" recently and how to cut it down. It could take a while as I'm working but I'll see if I can dig it out. If you want to search yourself it will be on Cnet, MacNN, TidBits or The Register.
