As Stw knows everything, here goes.

My son Who has been living in France since 2017, wants to move back to the uk. But he turned 18 in june and hé hasnt got a NI number. He was 14 when we moved to France. He still has a british passeport.
Does anyone know how we can get him a ni number so hé can work and live in the uk ?
We can also find an adress.

Oh yes, **** Brexit.

You don't need an NI number in order to live and work in the UK. His UK passport proves that entitlement.

He can get hired and start working without an NI number - he'll just be taxed at "emergency rates" (higher than normal) until it comes through and he tells employer the number. Takes a few weeks to come through.

You can probably apply for one with a UK postal address even tho he is not here yet...probably a bit naughty.

Edit: and none of this is to do with Brexit!

Brexit hasn't changed the requirement to have an NI number, and it's the passport/nationality that proves the right to work (though many employers will want an NI number as well to protect themselves)

The NI number is fundamentally a tax reference number. You always needed to pay tax in the UK if you were working in the UK. Literally nothing has changed before or after Brexit.

+1- I used to work at a place that employed a lot of Poles. Pre Brexit guys would bring over their brothers/friends/cousins regularly and the first stop was via HR/payroll to organise getting NI no. Without it you can't get on payroll due to HMRC Real Time Information submission requirements.
