i am sure someone posted that if you ring a mob from a landline you will be charged even if the other person does not answer
even if it does not go to voicemail

Wasn't it answerphones? If an answerphone answers, then it "connects" and therefore is chargeable, whereas if you just get an engaged tone, it doesn't connect, and so isn't chargeable. Hence BT don't charge for the 1571 service, since they can charge the caller for the connection.
