The word Douglas Hurd popped into my head when I looked at the pic top left. The others I'd have to research and you can do that.

The cartoon is from 1976, so Mauldling was present at the time. However, he died quite young so wasn't around for much of Thatcher's reign.
Yup, Reginald Maudling has a chin that Hurd doesn't, my bad. It was the glasses and smug look that made me think of Hurd.
