Currently the boiler has a grasslin qe1 and i have reason to believe it isn't going to last much longer, keeps on resetting, buttons sometimes don't respond etc.

Question is, how easy is it to replace, it is mounted on a plastic wall plate and looking on line it appears to be similarly to those supplied with other controllers.

First is this actually a industry standard? or just co-incidence and there are hundreds of almost identical incompatible mounts.

Is there any consistency about which wire goes to which terminal? Is this something that HAS to be done by a certified person? Or am i allowed to swap the controller?

Thinking about swapping out to a smart controller if possible, any recommendations?

I'm not familiar with that particular controller but on most boilers you can set the timer unit to "on" then replace the thermostat with a smart unit that'll then do all the timing as well as temperature (eg nest or hive)

If you do want to replace the unit they are usually pretty easy things to swap but you need the right model. I don't think there is much cross compatibility

Thanks, there is no thermostat currently, just a timer. Hence considering going all the way to a smart controller rather than replacing like with like.

If that unit can be set to "on" and left then going for a smart thermostat is definitely the best option. If it's it's still a bit dodgy in on setting then it'll probably need replacing whether you fit a smart thermostat or not. Hopefully the current one will still do that job. Then you just need to find the thermostat input for your boiler. If you currently don't have one then it is probably shorted with a wire. The smart thermostat just wires in here. Instructions should be online. All very simple (although trickier on some boilers)
