Does anyone use the FixMyStreet website to report fly tipping? There was a big pile of freshly dumped household rubbish on my regular cycling route so I thought I'd report it and see what happens. Cleverly the offender has left a big box in their rubbish with a delivery address printed in several places!
report it to the council - they will have a bod who deals with this - tell them the address on the parcel as well
Ring the police - I have on a few occasions and they were interested IME. The first time it was a couple of dodgy looking characters who turned out to be stripping the copper off a cable drum they'd just nicked 😉
The website is just a way of sending it directly to the right person at the council I think. Photos of the mess, name, address etc all taken.
