My company is starting the cycle to work scheme next month. I already have the MTB's I would ever want and a good road bike (Rose Team Xenon GF). I would like to get a nice steel road frame.
Can you get just a frame on the scheme? If so any recommendations please.

You shouldn't be able to but some shops will bend the rules.

If you have a good LBS they should be able to sort something for you. Mine sorted me a Solaris frame and other bits and bobs.
