OK, the OH is a H&S type and currently one of tow in the region. There are others around the company. She is by a very long way the most qualified of the two. They have recently got a new boss who has decided to make one of them a "manager" (of the other one!)
She has been informed of this and asked if she should apply for the position and she was told of course she should. What her boss doesn't know is that she's seen an organogram which has been sent out with tenders already stating the other person in the managers position. Is this right? She knew the other would get it as they're very chummy with some directors. She is pretty unhappy about the whole thing. Is there anything she can do?

If it's a private company there is very little she can do - they can hire and promote who they like.

Depending on how much she likes her job / is confident in getting another, she could kick off, but there will be a lot of stress involved.

I'd not bother applying for the manager's job though.

Thanks geoff. I see it the same way. I still think that the management are being dicks for encouraging her to go for the position knowing that it's filled. She'll be working elsewhere soon.

It could be worth finding out who produced the organogram. It wouldn't be out of the ordinary for a junior employee to have got carried away, or misunderstood or misinterpreted something?

I would apply for it, when she doesn't get it ask for feedback and show them a copy of the chart showing the other person in post from before the interviews - suggest that its discrimination / constrictive dismissal and sit back and watch them squirm.

Or save a load of stress and forget about it. I'd probably still apply and ask for feedback afterwards just to watch 'em squirm

Well, "most qualified" doesn't always mean "best manager".

The grown up thing to do I reckon is to smile nicely and apply for the job, might as well get the interview practice, and a better idea of what is needed to advance in the position.

And makes them do things properly, she is playing into their hands if she goes off in a sulk.

Scouring the back of SHP for the next role should start now. Be careful with the making them squirm option as H&S is a small incestuous world, personal reputation is all.

perhaps she should become a H&S specialist and then can concentrate on actually doing H&S rather than doing management crap?

She is a H&S specialist (and a very qualified one!) and has already been offered a couple of jobs even without interviews as she has a good reputation. She will be taking one of these I expect. I'm pretty sure that her employers will be very sorry to see her go.
Point taken about the management skills though hels.

They might want her where she is exactly because she is good at her job ?? Any chimp that can learn joined up writing can manage.

Apply for job - this involves updating CV. Either get job, or don't get job.

If she doesn't, her CV is updated and she's had some interview practice. Go an interview for other jobs and leave.

ive had positions like that in the past.

Apply for the job then she can spend some company time updating her CV and doing other interview prep.

It's an organogram FFS, if one has to be sent out as part of a tender then it is better that is sent out with a name rather than TBA. Just because it containted the "other persons" name, it doesn't mean that they will actually be in that position.

If I'd actually been working on half the bids that my name was attached to I'd need to be working a 72hrs a day, 8 days a week.

gonefishin, its a new position which has just been invented. The organogram should/could have been sent out just as it always had been.
I believe that the new bossman just wants to cut down on the amount of people that he has to talk to. It's quite apparent that he is not very good at his job and the directors are noticing.
What is the point of having a manager with only one person to manage?
