So eBay transaction fell through. Other party agrees to refund. EBay/PayPal tell me it'll be in my bank on the 3rd. Then this comes in. So where's my protection gone?

The refund sent by otherbloke (otherbloke@hotmail.com) did not clear from the sender's bank. You have not received funds for this payment in your PayPal account.
Please contact otherbloke regarding this refund.
