Apparently there no such thing anymore, when I tried a while back every number I could find directed you to the voice equivalent of the chatbot but with the added frustration of it not understanding half the stuff I said.
It's a shame because ebay were always really good when you managed to speak to somebody.
Is there a way to email them?
Go to the help chatbot and type "I need to speak to a real person"

There is if you have their Concierge service, well it is callback but pretty much instant when I've used it. How you get Concierge I don't know they just offered it to me. Doesn't help OP much though sorry!
