"Shutting down the federal government" is another way of saying "Drain the swamp" to his supporters. Another way of looking at it is that aligning the federal government with those opposed to "the will of the people" (i.e. his core support) then they'll see future announcements about rolling back "big government" as a good thing. This despite those institutions being the very ones protecting them against the unbridled power that Trump craves.
Trump maybe draining the swamp but he's replacing it with a cesspit of his own making.
