We've got  a garden bar which has an old Denon av amp and Dali speakers in it , up until now ive had a small bluetooth receiver but was wondering if there is any way to connect my Samaung s8 via the usb c to the component , optical or hdmi as the amp doesnt have a usb connection as i was to let the amps dac do the work instead of the shit one in the phone

Headphone jack convertor. Take the 3.5mm to the amp size? In theory should work...

A USB-C to HDMI adaptor should work. eg  https://www.amazon.co.uk/Anker-Adapter-Supports-Macbook-Chromebook/dp/B01MYUCWOK

If you have a wifi signal then Chromecast is the best option, great bit of kit

Surely this is about blue-tooth bandwidth/bitrate rather than the phone's DAC?

(And aren't phone DACs OK these days or is that just iphones?)

I'd go with this.  Aptx is the bluetooth standard for higher quality audio.  The Samsungs quoted above will have it, just need it on the reciever as well.
