Should be getting a new laptop this afternoon, Question:
Can I connect my old laptop to my new laptop via USB to USB to transfer over programs/files etc???

yes, but you need a special USB lead with A connectors both ends and a blob in the middle
Either make and image of old laptop HD and restore to new one, or just do a fresh install so you can leave behind all the crap you never use anyways.
You can do it with a network cable as long as it's a crossover cable, or you can do it via wifi I think.
Windows comes with a wizard to help you automatically with this though, and I am sure that it'll handle the setting up of wifi ad-hoc network to let you do this.

If its a new laptop then you dont even need a crossover cable - in all new Dells I have seen the NIC is auto sensing and does not need a specific crossover cable, a normal one will work fine. I imagine that all new laptops are the same.
or just stick both devices into the same router/hub using standard straight ethernet cables. (assumiing the router hasn't been set up to provide network isoalation)
