Of course it is! At most they'll have said "watch for cyclists yeah?", most likely not even that.

To assuage the complainant. The letter says nothing whatsoever, you're meant to think they'll be offering some extra training, because it tells you about their rigorous training regime, which clearly was of no use.

I'd ask for clarification as to what action they considered appropriate.

But then I can be a grumpy trousers when I put my mind to it.

I got a letter like that from a local driving instructor firm after I grassed one of their instructors for cutting me up... I thought it was just handwavey evasion til he started shouting at me in the street for getting him in trouble 😆 So you never know. But I don't know how much more you can expect really, a photo of the boy in the stocks?

as gobuchal and njee says, complete fluff, best you can say about it is it's assuaging rather than condescending fluff. Like a driver giving you a sincere face when saying smidsy rather than with a big grin plastered to his mush.

<edit> having re-read it, it looks like it could be a pro-forma "sorry we're shit" letter where the Rhys has just entered the date time and service number 😈

depends on the drivers current situation, if he has a clean record it will probably be a bollocking, if hes sitting on a final written for having 3 accidents in the last few months it could be curtains for him.
of course, if hes being a dick to other road users that may not be a bad thing.

After previously being fobbed off with company responses like that, the last time a bus did a short overtake on me, I chased him down, boarded the bus with my bike at the next stop and "discussed" his driving with him.

If you want a job doing properly , do it yourself.

It may be a template letter but it would be unprofessional to divulge the 'appropriate action' against the driver.

It wouldn't be pinned up on the staff noticeboard for all to see, neither should it be sent out in a letter. Imagine if the complaint came from someone who knew the driver, such as a neighbour with a grudge.

Last two drivers I complained about, I didn't even get an acknowledgement. (aggressive bus driver and a Stobart driver weaving about whilst browsing on a smartphone)

I complained and followed my original email up on a few occasions as I hadn't heard anything.
I did receive what looked like a standard reply and thought nothing of it.
Eventually though I received a message advising me, that after observing the driver after mine and other complaints, he is no longer with the company.
Result!

Rozzers wont be interested without witnesses. Bus Co won't tell you what they are doing.

It would arguably be unprofessional to go into specifics, but I don't see anything unprofessional in clarifying what they deem to be appropriate action in a general sense.

If someone did something which put my life in danger, I don't think it's unreasonable to be told whether "appropriate action" may include, say, driver education, formal warnings, dismissal, or pinning up my letter on the "laugh at the whiny cyclists" staff noticeboard.

Nothing, of course, and he did the right thing (I've done the same), but you're deluding yourself to think this is likely to end up with a driver being dragged over hot coals before a ritual flogging with a cat-o'-nine speed chains.
