Powder coat it, or get it off then powdercoat? If you can get it off, then how?

Can powdercoat over it, if the powdercoater blasts it first - not to get the chrome off, just to try to get a key on it. I don't think it bonds as well as it does to raw steel, though.

Getting it off completely is a horrible process, which also attacks the underlying steel. I've seen several frame failures caused by rechroming - the underlying steel ends up tissue thin.

See if you can find someone to media-blast it, using walnut shell; far less abrasive, so no danger of risking the integrity of whatever the subject is, but gives a nice Matt, frosted finish that paint can key to.
I saw a rusty car shell done like that, an old Mustang, and it looked like a brand-new pressing. Apart from the rust holes, that is...
