Is there a German and Austrian equivalent of apps like the OS Maps or IGNRando apps?
I'd use the FatMap app. If you are a Strava premium subscriber you can use your strava login on fatmap
I have Outdoor Active with a full UK OS subscription (a perk of being in Cave Rescue). I recently discovered that I can scroll around Europe and zoom in anywhere at a similar scale (1:25K) on whatever the best local mapping there is available there. In the same way I can also download any map segments from those areas to use offline while out and about. Works absolutely fine but I am not sure if that would work with a standard OS subscription. Maybe someone here with an OA account to try it too??
Just tried, but shows as 'topo mapping not available in this area' when I scroll around Germany.
The bog standard Mapping IS available in those countries for me.
The contours and paths on mapy.cz are good enough for me.

@Edukator - that mapy.cz site looks great. It's even got accurate klettersteig ratings on the routes
