There is a possibility that the employer will require a criminal record check, as a part of the clearance you mention. Many employers, and outsourced agencies, are unable, or unwilling, to process international criminal records, so they shoehorn this sort of claptrap in as a way of avoiding the problem. Equally, some of the govt clearance people are incapable/unwilling to process anything in "foreign".
Call 'em, ask why you can't apply. If it's something as simple as that, there are ways around the issue.
OK, I already have a CRB (or Disclosure Scotland as its now called), and there was no issue getting it at all.

I doubt it's clearance, plenty of DV cleared people get sent all over the place. I suspect it's a badly translated requirement from the client, a call would clear it up.
